In my experience the problem is the rotor, expensive and difficult to obtain

Hi, I have seen one of these grinders for sale second hand for 10.00 due to not working and no bottom bowl. I asked if they knew what the problem may be and was told when its plugged in nothing happens. They said if they knew what it was they would probably get it repaired. However, I would really appreciated your advice about cost and repair, Im assuming the person selling it has checked the fuse! could it be the motor?
