I have an Hoover Vision HD VHC 391T which stops during operation. You can hear the motor trying to turn the drum but cant. Steam builds up inside quite quickly. Is this because a new belt is required and how is the belt changed?

My VHC 391T dryers drum wont spin, you can hear the motor trying to turn. I took the top off and started the drum by hand and it worked. Is there a large capacitor on the motor to get it started? It looks like the motor is under the water tray, what is the best way to get to it?
